K-9 man's best friend

So my dorm dosen't really allow pet's excpt for fish, but I'm not a fan of fish living or cooked. So now it comes down to how can I have a pet but not get fined or kicked out of my dorm?  I found the answer thanks to a cult classic Sci-fi show.... Dr. Who, like the good Dr. I'd build my own K-9 thus...
